Traffic behaviour

The project Traffic behaviour started 1st May 2008 and was terminated 30th April 2011.  Participating companies:

Background
One wished to continue one of the activities from the project Vehicles and safety as there are still great challenges in the traffic field by preventing personal injuries and material damage caused by vehicles. One concentrates further on behaviour both of drives and pedestrians that are part of the traffic picture within the area of the plants.  From 2011 one wanted to direct the attention towards management and leadership and enforcement of standards and rules set by each plant and benchmarking of best practices.  This is singled out as a separate project Behaviour and enforcement of traffic standards.

Objective
Systematic work and focus to change behaviour and prevent traffic incidents.

Part objects

  • All the employees at each plant are to accomplish a programme with the educational film.
  • 20 % yearly improvement of the standard of the vehicles.
    The auditors present the report from previous year at the opening meeting and inform about the expected improvement.

Project activities
Audits
Yearly one full day AMS audit at each plant is to be carried out with special attention towards enforcement of standard and rules.

  • The audit shall bring to light how middle managers and shift leaders take accountability for the results in their area of responsibility. 
  • The development when it comes to the standard of the vehicles at the member plants is to be verified.
  • Driving behaviour and how the plants solve the segregation between vehicles and pedestrians is to be observed. 
  • Best practice is to be benchmarked.


Video
A 360 degrees film is to be produced to use in learning and to change unwanted behaviour.  The video shall be used interactive and will be directed from the driver’s place where different approaches to problems will appear.  There will be several solutions to each problem and different answers are given after which solution that is chosen.

2010 Accomplished

    Report summary and conclusion
    Auditors speak of good receptions. In general the site leadership show interest and sense of commitment to learn and continual improvement. Just as important is the knowledge and competence of the auditors. Not only of safety standards and behavioural factors, but just as important technical skills and experience of mechanical repair work.

    It is not possible to determine whether the part objective that all employees are to accomplish a programme with the AMS educational film, was reached or not.  Only one of the audit teams seems to have viewed this specifically.  The attention towards this objective has obviously not been aligned between all auditors. The project leader takes responsibility for this and must make sure it will be corrected for next year.

    The ambitious objective of 20 % annual improvement in the standard of vehicles was as before not reached.  However, the overall improvements were considerable. 

    It is one thing to set standards or rules and create a good technical environment. Another thing is to ensure compliance to those rules. This is a management issue that requires leadership at all levels.  Therefore I suggest that one of the secondary priorities of next year’s audits will be on how standards and rules set by each plant are enforced by the management and middle management.  This should further strengthen the audits main objective of improving behaviour and preventing incidents.

2009 Accomplished

    Report summary and conclusion
    The audit of the technical condition of vehicles is accomplished for all the member plants that participate in the project. This includes also observation of behaviour and assessment of adaptation for pedestrians and drivers.  Totally 127 vehicles have been audited.

    The auditors have been well received.  From the plants one has arranged and showed great interest for the audits. The results show that there is still some distance to be where we want and should be. We shall be able to move safely in the traffic within the area of the plant. It will appear at the next AMS audit whether the progress is good and the risk level is going down. This unfortunately did not happen this year.

    At last I wish that the securing of load on our vehicles would be an area for achievement.  Here it remains much to accomplish. The consequences of load falling off and hitting someone we know.  This we must avoid.  The project proposes that SJA (safe job analysis) is carried out and that procedure/instructions/SOP is made out for this activity.

The film deals with traffic safety and is build up on repeated incidences at the plants associated within AMS.
Part 1 shows reconstruction of actual incidences
Part 2 shows unsafe and safe ways of working.

The film consists of music, pictures and thoughts that bring the user in an emotional mood. The incidents in the film show why to think safety is important. The object is to avoid injury on oneself and colleagues. It gives an active use of reminder rules that shall give a safe and competent driver.  The film and the guidance are to be used in teaching by help of questions and discussions.  It is important to read the instruction booklet before the teaching is to be started.  The instruction booklet may be loaded from this link.  Then choose the wanted language version from the front page of the booklet.

The film is available without cost in Norwegian, Icelandic, Swedish and English version for the plants that have funded the film production. It is delivered on a DVD and may also be loaded from the internet.
